Uh, No!
That was the 22nd amendment which was ratified in 1951

Nevermind, misunderstood it.

No, it was the framers of the constitution that approved four-year terms, but not until 1951 was there a restriction made by law as to how many times a person could be elected president.
Franklin D, Roosevelt was able to win a fourth election in 1944. He died in 1945 while serving his 4th term.
After FDR, long-term presidencies were not thought of as favorable by neither the people nor the congress. Serving more than 2 four year term as president was done away with the ratification of the 22nd amendment in 1951.
“No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once,” the amendment read, in a clear reference to Roosevelt.
